Rouen

Ligue 3, France

Rouen spent decades in France's top flight and even beat Arsenal in Europe in the 1960s, but have not played Ligue 1 football since 1985. They are now in the new third-tier Ligue 3. Turn one of Normandy's historic clubs into a serious rival to the region's modern powers and end a four-decade top-flight absence.
